Write an essay in which you describe and critically evaluate these theories and approaches. What are the strengths and weaknesses of these alternative approaches? Which approach(es) do you think is the most useful or appropriate for studying and understanding political institutions?

Part II

1.     Write an essay in which you identify and describe the important institutions and rules that structure and impact Congressional process. Be sure to consider each chamber.  In your opinion, which of these institutions is particularly important in understanding how each house functions and performs its important tasks? Which institutions do you think are the most essential to retain and which would you get rid of if you could?

2.     Current positive theories of congressional organization can be divided into two major camps: informational and distributive. Write an essay in which you describe these two points of view as they relate to the decision-making process in Congress, making use of scholarly evidence that supports each of these approaches. Which one of these viewpoints presents a more accurate depiction of Congress? Justify your answer.

Part III

1.     Write an essay in which you discuss the important topic of Congressional decision-making and policy. Be sure to discuss not only the explanations of legislative voting, but others forms of legislative behavior too. Identify and explain the important theoretical categories of influence on congressional behavior. Evaluate not only the theories themselves but also the empirical findings in the literature for these different theories. Which do you find most convincing or persuasive and why?

2.     In learning about the nature of Congressional elections, we discussed the connection between legislative behavior and how Congress is organized institutionally.  Describe, analyze and assess the theories and evidence we considered regarding this relationship.  How are members thought to coordinate the actions they take with the way in which Congress is designed and organized?  How do the structural aspects of US Congressional elections as well as the political realities of US elections further affect Congressional behavior?  What are the implications for all of these things on what citizens can expect from Congress in terms of public policy?

Part IV

1.   We have given significant to consideration of what makes for a powerful and effective president in a federal system of separation of powers.  Using the key sources and arguments that we have considered, discuss the theoretical sources of and limitations on presidential power? What specifically can presidents do, and in what ways are their options limited and affects by other political actors.  Make sure to describe and analyze at least two models of presidential power, the data and evidence that each source utilizes, and the circumstances that each theory suggests will allow a president to be influential.
